29 Approval of an employee's leave request is entirely at the discretion of the employee's supervisor. Hourly Employees will use Vacation Leave in hourly or daily increments. Salaried Employees will use Vacation Leave in half- or full-day increments. For Vacation Leave requests of one (1) week or more, employees will submit a written request to their supervisor as far in advance as possible, but not less than two (2) weeks in advance. For Vacation Leave requests of less than one (1) week, employees will submit a request to their supervisor at least twenty-four (24) hours in advance PAY FOR VACATION LEAVE The number of hours paid for an employee's day of Vacation Leave will be the same number of hours the employee would have worked on that day had he, or she, not taken Vacation Leave. Vacation Leave hours will be paid for at the employee's current regular hourly rate of pay. BANKED HOURS LEAVE Effective December 31, 2022, employees who converted carryover hours to “Banked Hours” on December 31, 2018, their hours will remain in the same “Banked Hours” account, however, employees cannot add any leave time to these previously "Banked Hours”. Prior Banked Hours will be in addition to the current Vacation Leave accrual for each eligible employee. Since December 31, 2018, employees have not been permitted to bank any unused leave hours. The City maintains this policy that employees are not permitted to bank any unused leave hours and employees must either use said hours or forfeit those hours as provided in this Policy Manual. Employees with existing Banked Hours, may use Banked Hours on the same basis and subject to the same policies as Vacation Leave. When Banked Hours are used by an employee, the hours used shall be deducted from the individual employee's Banked Hours account balance until such time as the account balance reaches zero. Once each calendar year, employees who have Banked Hours in their account may choose to "sell" up to eighty (80) hours back to the City. Banked Hours that the employee chooses to sell back to the City will be paid for at 75% percent (75%) of the employee's current regular hourly rate of pay. Employees who want to sell Banked Hours will submit a written request on a form provided by the City to the Department Director. Hours that are sold under this provision will be deducted from the employee's Banked Hours balance on a one-for-one basis. In cases in which an employee incurs expenses associated with a serious health condition or experiences an unexpected financial hardship, the employee may submit a written request to the Human Resources Manager to sell Banked Hours back to the City at Seventy-five Percent (75%) of the requesting employee’s current regular rate of pay. Approval or denial of the written request will be at the discretion of both the Human Resource Manager. At the time of termination of employment with the City, any hours remaining in an employee's Banked Hours account will be paid to the employee at 75% percent (75%) of the employee's thencurrent regular rate of pay. Section 4. Paid Sick Leave The City provides a Sick Leave benefit so that employees may have time-off with pay for healthcare provider visits and to recover from illness or injury, or to provide care for an ill or injured family member. The annual sick leave benefit is large enough to cover the short-term disability insurance waiting period of 14 days. Paid Sick leave is available to all employees. On January 1st of each year, Regular Full-Time employees and shall be granted the following Paid Sick Leave days.
