18 Performance Based Merit Increases are made. Evaluations do not automatically result in salary increases. No discussion of compensation will occur during the performance evaluation. All employees will receive a formal performance review upon the successful completion of their Introductory Period and annually thereafter at their anniversary date. (See Compensation Administration Section) ONGOING FEEDBACK AND GUIDANCE The formal performance evaluation is intended to be a summary of prior discussions between the employee and supervisor, and is intended as a means of reinforcing the ongoing guidance and coaching that the supervisor has provided. The performance evaluation document itself becomes a record of the employee's work history, a planning tool for future development and goal setting, and a means of relating compensation decisions to performance. Employees shall receive, at least once per year, a performance appraisal which will objectively assess their performance and accomplishments relative to his or her job description. Individualized forms will be used to record all formal performance appraisals, and individuals supervising the employee being evaluated will conduct the review. These records will be used in salary reviews, promotional transfers, layoffs, and other personnel actions which are based on merit. All employees will be given the opportunity to review and make copies of his or her performance reviews. Employees are encouraged to include written comments on the review, if appropriate. Employees who disagree with appraisals are encouraged to discuss areas of disagreement with his or her supervisor or Department Director. Employees must sign and date his or her appraisal after all comments have been noted. Performance appraisals will become a permanent part of the employee's personnel file and are subject to inspection in accordance with the Open Records Act (C.R.S. 24-72-201). Section 3. Work Schedules The City of Lamar's typical workday is 8:00 a.m. to 5:00 p.m. with a one hour lunch period. Other regular hours may be established by the Department Director to meet customer service and operational needs. Lunch breaks and other office absences are to be coordinated with other staff and management as necessary to meet customer service needs. Initial work schedules for each employee will be defined in their letter of appointment. Section 4. Pay Period, Work Week The City of Lamar follows a bi-weekly Pay Period schedule. The Pay Period consists of two consecutive Work Weeks. Employees are paid on the Wednesday following the end of the Pay Period. If a payday falls on one of the holidays observed by the City of Lamar, employees will receive pay on the last working day before the holiday. The Work Week of the City of Lamar consists of seven consecutive 24-hour periods beginning at 12:01 a.m. on Sunday and ending at 12:00 midnight on the following Saturday. In accordance with Section 207(k) of the Fair Labor Standards Act (FLSA), it is declared by the City that Police Officers shall be on a 14-day work period providing for a work schedule of eighty-six (86) hours over saidperiod. In accordance with Section 207(k) of the Fair Labor Standards Act (FLSA), fire protection employees of the Fire & EMS Department shall be on a 28-day work period providing for a work schedule of 212 hours over said period. Emergency Communicators working at the Emergency Communications/Dispatch Center work on a fixed-salary flex schedule that provides for a work schedule of 80 hours over a two-week pay period.
